Rick Jongen is a specialist in real estate law and administrative law, often working at the intersection of public and private law. Since 2023, Rick has been a member of the independent objections advisory committee of the Limburg Water Authority. This role has given him valuable experience on the ‘other side of the table,’ offering deep insight into decision-making processes within legal procedures.

Administrative Law
Rick has extensive experience in administrative law, with a particular focus on environmental and planning law, including zoning plans, environmental permits, and enforcement. He also advises on matters of government liability, such as planning damage and compensation for loss, as well as subsidy matters.
He represents both individuals and businesses in objection and appeal proceedings against government decisions, ensuring that their interests are robustly protected. In addition, Rick frequently acts on behalf of governmental bodies, serving as legal counsel in litigation and advisory matters, offering a well-balanced perspective from both sides of the administrative process.
Government Transparency & Open Government Act (Woo)
Rick also has significant experience in the field of government transparency, particularly in handling requests and procedures under the Open Government Act (Woo). He advises both individuals and public bodies on access to government information and the legal framework surrounding openness and disclosure.
Real Estate Law
One of Rick’s key areas of expertise is the private law dimension of real estate law, including the purchase and sale of real estate. He advises clients on the drafting and negotiation of purchase agreements, carefully integrating both civil law and environmental law considerations to ensure comprehensive and future-proof contracts.
In addition, Rick has in-depth knowledge of tenancy law and construction law, enabling him to offer well-rounded legal support in real estate transactions and related disputes.

Education
Rick graduated cum laude from Maastricht University in 2014, with a dual focus on constitutional and administrative law as well as private law. Before beginning his career as a lawyer, he gained valuable practical experience at the district court and with a major legal expenses insurer, giving him early insight into both judicial processes and client-focused legal service.
In 2022, Rick successfully completed the Specialisation Course in General Administrative Law at the Grotius Academy, once again cum laude, further solidifying his expertise in the field of administrative law.
