Eugene Rosier assists entrepreneurs and businesses involved in disputes with authorities, such as the environmental agency or tax authorities. Whether dealing with a tax audit that is going awry, an investigation for suspected fraud, or guiding clients through corrections and voluntary disclosure requests, he handles each case from an integrated perspective—considering administrative (tax), civil, and criminal law angles.
With over thirty years of practical experience, Eugene has developed extensive expertise in litigation. His background includes roles as a lawyer, former tax advisor, tax judge, arbitrator, and disciplinary judge. This diverse experience enables him to assess the core issues at the outset of a case and tailor litigation strategies and tactics accordingly. His primary focus is on resolving disputes as efficiently as possible, leaving no loose ends and minimizing the burden on the client. Alternative solutions are always considered a viable and valuable option.

When a dispute with the authorities arises or is imminent, the approach is determined in close consultation with the business and its advisors. This may lead to legal coaching for the entrepreneur and advisors, or it may result in direct handling of the case.

One of Eugene’s areas of expertise is assisting professional practitioners—such as tax advisors, lawyers, accountants, and notaries—who face liability claims from authorities or clients as a result of their professional activities. This includes matters related to professional liability, as well as criminal, administrative, or disciplinary liability. Eugene frequently advises on the scope of legal privilege for lawyers and notaries, and also provides guidance on the position of tax advisors and accountants. Additionally, he offers support during tax audits and investigations.
Restructurings and WHOA
In the context of restructurings and the offering of creditor agreements, tax debts play a significant role. Eugene is part of the Thuis Partners team that specializes in restructurings and the negotiation of agreements. In this capacity, he is involved in negotiations with the Tax Authorities, either supporting the company’s own tax advisor or working independently to address the tax-related aspects of the restructuring process.
